"Some Remarks on the Causal Inference for Historical Persistence"

Abstract:
A growing body of literature examines the relationships between historical events and contemporary economic outcomes. Using detailed historical data and contemporary microdata from individuals and/or households, recent studies estimate causal effects. In this paper, we discuss conceptual and econometric issues inherent in the causal inference following the potential outcomes framework. We also discuss a simple alternative approach that is coherent with this framework.

"Kinship Taxation as a Constraint to Microenterprise Growth: Experimental Evidence from Kenya"

Abstract:
Developing country entrepreneurs face family pressure to share income. This pressure, a kinship tax, can distort capital allocations. I combine evidence from a lab experiment-which allows me to estimate an individual-level sufficient statistic for the distortion-with data I collected on a sample of Kenyan entrepreneurs, to quantify the importance of the tax. My data reveal high kinship tax rates for a third of entrepreneurs in my sample. My quantitative analysis makes use of a simple structural model of input allocation fitted to my data, and implies that removing distortions from kinship taxation would increase total factor productivity by 26%, and increase the share of workers in firms with five or more employees from 9% to 56%. These effects are substantially larger than those coming from credit market distortions, which I estimate using a cash transfer RCT. My analysis also implies strong complementarities between kinship taxation and credit constraints.

"Temporary Protection and Technology Adoption: Evidence from the Napoleonic Blockade"

Abstract
This paper uses a natural experiment to assess whether temporary protection from trade with industrial leaders can foster development of infant industries in follower countries. Using a new dataset compiled from primary sources, I find that in the short-run regions (départements) in the French Empire which became better protected from trade with the British for exogenous reasons during the Napoleonic Wars (1803-15) increased capacity in a new technology, mechanised cotton spinning, to a larger extent than regions which remained more exposed to trade. Temporary protection had long term effects. In particular, by exploiting the fact that the post-war location of the cotton industry was determined to a large extent by the historical accident of the wars, I first show that the location of cotton spinning within France was persistent, and firms located in regions with higher post-war spinning capacity were more productive 30 years later. Second, I find that after the restoration of peace, exports of cotton goods from France increased substantially, consistent with evolving comparative advantage in cottons. Third, I show that as late as 1850, France and Belgium - both part of the French Empire prior to 1815 - had larger cotton spinning industries than other Continental European countries which were not protected from British trade during the wars; this suggests that adoption of the new technology was far from inevitable.

Impacts of the WTO Accession on Chinese Exports　(with Ryuhei Wakasugi)

要旨:
This paper, using the panel data of Chinese electrical machinery and equipment, communication equipment, computers and other electronic equipment electric machinery, electronics equipment, and telecommunications equipment manufacturers, reveals that after the entry into the WTO, the export of Chinese firms was accelerated by a rise of productivity, but was not uniform among ownership structures. By disaggregating the firms into private domestic firms (PDFs), state-owned enterprises (SOEs), and foreign invested enterprises (FIEs), our empirical estimation concludes that the entry into the WTO had “productivity effect” on Chinese exports but had an asymmetric “ownership effect” on their exports, which was less favorable to the exports for SOEs in comparison with FIEs and PDFs.

論題:「ジャワの抑制する農業発展：スーパーマーケット革命と隠れた商慣行」

要旨: 途上国一般でスーパーマーケットが形成する新たな流通は、従来支配的であった 伝統的な卸売流通ではなく、産地の出荷業者との売買契約により成立し、節約さ れた中間マージンと高価格取引で生産者をより豊かにする。そのため、ジャワの 農業生産を支える小農がスーパーマーケットとの契約生産へ円滑に移行すること は農業発展の重要な課題である。しかし、これまで流通を支配してきた産地、消 費地の商人を無視した農業発展は本当に可能なのだろうか。本研究では、ジャワ 島の青果物の伝統的流通に着目し、インフォーマルな卸売制度と、産地における 小農と商人との伝統的な商慣行の仕組みを計量的に分析して、その代替可能性を 検討した。分析の結果、卸売市場は参入者の登録制などの制度が欠如しているに も関わらず商人の分業が進むことで機能しているが、効率性は認められず、新た な流通への代替が示唆された。一方で産地の労働慣行として知られた、トゥバサ ンと呼ばれる収穫前販売契約は、家計労働に頼れない小農に利するとともに、迅 速な青果物の評価と確保を可能にし、スーパーマーケットの産地サプライヤーと 小農を結びつけていた。しかし、農業組合を通じた共同出荷やスーパーマーケッ ト側による生産補助など、小農の資源制約を緩和する組織形態が広がれば、商人 を介さない直接的契約の方が小農に利することが示唆された。小売主導の新たな 市場形成は伝統的な流通に代替する、より優れた均衡への望ましい発展である が、少なくとも現状のジャワにおいては、伝統的な流通の商慣行がスーパーマー ケットの急進に適応し、それに雲隠れしながら小農の市場参加を支えているので ある。

“Seven Unproductive Habits of Thailand's Highly Ineffective Technology and Innovation Policies: Lessons Learnt for Other Developing Countries”

Abstract:
Though the Thai economy has grown impressively in the past 50 years, thecountry is now in the ‘middle-income trap’, it cannot achieve the statusof high-income economy and catch-up with forerunner countries in Asia like Japan, Korea, Taiwan and Singapore in technologically sophisticated industries. At the same time, it is losing out to countries like Indonesia, Vietnam and others in labour-intensive and resource-based industries. The underlying problems are passive and slow technological learning behaviours of firms in Thailand. Apart from deficiencies of firms’ technological efforts and strategic intent to upgrade, several perpetuated ineffective technology and innovation policies are important factors contributing to this phenomenon. The speaker will outline seven highly ineffective policies and compares them with those of more successful catching-up countries in East Asia. They can be lessons learnt for other developing countries aiming to get out or avoid the middle-income trap.

Title : "The Health Benefit Effect of the Universal Coverage Scheme in Thailand"

Abstract:
This study takes advantage of the “natural experiment” features of the 2002 health care reform in Thailand to estimate its impact on health outcomes among Thai people. The scheme intends to increase the accessibility to quality healthcare for Thai people who had no financial protection against high healthcare expenditures before the reform. The scheme were claimed to tremendously raise healthcare utilization rate at public hospitals nationwide. Higher accessibility to necessary healthcare services could potentially benefit the health status of these people or it could yield an opposite outcome if people choose to exploit the system. This paper employs data from the surveys conducted by the National Statistical Office of Thailand in 1996, 2006, and 2009 to analyze the scheme's possible benefits. The difference-in-differences and the propensity scores technique are combined to identify the effect of the reform on various health outcomes. The findings reveal that those who directly benefited from the scheme seem to have higher chance of getting sick, higher chance of getting day offs from illness, and higher chance of getting hospitalized than those who did not benefit from the reform. Title : "Can Corruption Really Function as 'Protection Money' and'Greasing Money'? Evidence from Chinese Firms"

Abstract:
This paper directly investigates the “greasing money” and “protection money” effect of corruption based on 12400 Chinese manufacturing firms from 2005 Investment Climate Survey. We use the entertainment and travel cost (ETC) as a proxy for firm-level corruption. First, we identified a significantly positive effect of bribes on firm profitability for the full sample as well as non-state firms, but not for SOEs. Then regarding the “protection money” effect, our empirical results show that ETC can significantly reduce effective tax rate (ETR) for non-state firms, whereas ETC tend to significantly increase ETR for SOEs. With respect to the “greasing money” effect, on one hand, we find out a significantly negative relationship between ETC and red tape, measured by the time CEO spends on government assignments and communications, only for non-SOEs. On the other hand, we also empirically demonstrate that bribes can significantly increase the probability of obtaining government procurement for non-state firms while bribes seem not to have any effect on helping firms ease their financial constraints or obtain bank loans, regardless of the ownership types. Therefore, “protection money” and greasing money” hypothesis basically hold in China, which provides a new insight into the growth model of the non-state sector.
